FLINT, Mich. — Flint City Council will meet Wednesday, Feb. 18 to take up grant funding, infrastructure projects, equipment purchases, leadership appointments and neighborhood issues.

Here’s a look at what members will consider:

Infrastructure & Bridge Repairs (Res. 260050) 

The committee will consider a contract with the Michigan Department of Transportation (MDOT) for rehabilitation work on the East Boulevard Drive over Kearsley Creek and Beach Street/Garland Street over the Flint River for a total cost of $22,076.00. Repairs will include the replacement of asphalt surfaces, waterproofing and resealing deck joints.

Violence Prevention Grant (Res. 260052)

Officials are asking the council to accept nearly $394,000 in grant funding aimed at improving crisis intervention and violence prevention efforts in the city. The funding was awarded to the City of Flint on Dec. 15, 2025. It is administered by the Michigan State Police through its Grants and Community Services Division, with funding from the U.S. Department of Justice’s Bureau of Justice Assistance.

Equipment Purchases (Res. 260051 & 260053)

The finance committee will consider moving forward with the purchase of four dump truck beds for the city’s Water Service Center in the amount of $96,744.00. City Council had already approved the purchase in April 2025 for the 2025 budget year. However, because of manufacturing and build delays, the truck beds were not ready in time. The purchase would be made from Truck & Trailer Specialties, Inc..

Additionally, council will consider the approval of the purchase of a new hydro-excavation truck for the Water Department at a cost of up to $424,109.86. The new truck, a Super Products Mud Dog Vacuum/hydro-excavation Truck, would replace a 2019 Vactor currently used by the department. The city plans to trade in the old vehicle as part of the purchase. The total price includes a $225,000 trade-in credit for the old truck.

The council is also scheduled to receive an update on a city audit, including the current status of the Flint Housing Commission audit.

Leadership & Appointments

Members will consider designating Clyde Edwards, the city administrator and acting director of public works, as street administrator. The designation is recommended by Flint Mayor Sheldon A. Neeley.

Two board matters are also on the agenda:

  • Justin Wetenhall is being appointed to the Historic District Commission for a term ending March 31, 2027.
  • Robert Wesley is up for reappointment to the Planning Commission for a three-year term ending March 23, 2029.

Water Testing & New Committees

Second Ward Flint City Councilwoman Ladel Lewis requested an update on water testing in the 3400–3600 blocks of Brownell Boulevard.

Flint City Council President Candice Mushatt has also requested discussion on forming several City Council ad-hoc committees, including:

  • Infrastructure
  • Water
  • Blight Elimination
  • Public Safety

Lewis has requested discussions on stolen city-issued garbage bins and the possible addition of new street lights across Flint’s wards.

Mushatt has also asked for a discussion on youth engagement, focusing on how City Council and the city can better involve young people in the community.

Ordinances
