Flint City Council to consider sign-language interpreters, road repairs

FLINT, Mich. — Flint City Council is set to consider proposals to improve roads, expand meeting accessibility and strengthen winter road preparedness later this month.
Members of the council’s Finance Committee approved four resolutions Wednesday to advance to the full council. Here’s a look at what’s on the agenda for April 27, 2026:
Budget amendments for incoming grants (Res. 260073)
This resolution authorizes city officials to amend the budget to recognize revenue and expenditures received through grant agreements for the 2026 program year and beyond, as long as funds remain available.
Grants under consideration include the Community Development Block Grant ($3,588,954), HOME Investment Partnerships Program ($653,710.41), and Emergency Solutions Grant ($323,965).
Hiring sign language interpreters for City Council meetings (Res. 260091.1)
Council members will consider an initiative to provide American Sign Language interpreters at regularly scheduled Flint City Council meetings.
If approved, interpreters would be present from April through June 2026. Funding of up to $25,000 would come from the city’s general fund.
Purchase of salt supplies (Res. 260108)
The council could authorize the city’s Division of Purchases and Supplies to buy additional bulk salt to refill the salt barn ahead of the next winter season. Spending would not exceed $80,000.
Paving several Flint roadways (Res. 260110)
Officials will consider a contract with Ace Saginaw Paving Company to repave several major city roads in the 2026-27 fiscal year. The contract amount would not exceed $2,348,536.58, plus a 10% contingency, bringing the total to $2,583,390.24.

- Richfield Road (from Franklin Avenue to Branch Road)
- Ann Arbor Street (from I-69 to Second Street)
- Pershing Street (from Zimmerman Street to Miller Road)
- Glenwood Avenue (from Court Street to Fox Street)
- East Boulevard (from Dort Highway to Pierson Road)
- East Pierson Road (from East Boulevard to Western Road)
- Kearsley Street (from Crapo Street to Thomson Street)
- Davison Road (from Lewis Street to Dort Highway)
- Stewart Avenue (from Saginaw Street to Andrews Street)
Council members will convene once again Monday, April 13, for a Special Affairs Committee meeting, before meeting as a group to consider the full agenda at a regular council meeting on April 27.
