Flint, MI— Flint City Council postponed a $1.65 million change order with Rowe Professional Services to monitor service line replacement during a committee meeting on Wednesday, March 23, 2024. 

Multiple council members said they received conflicting information from Rowe and the Flint city administration about the number of water lines that needed to be replaced and the number of sidewalks and lawns that needed to be restored. 

“When are we going to get a right answer and a definitive, truthful answer on what we have left and how we’re going to pay for it?” Councilman Dennis Pfeiffer asked. “I can’t stress enough how much the city has been through and we can’t even answer honestly on how many pipes we have left and how many restorations we have left.”

Councilwoman Candice Mushatt, Pfeiffer, and Councilwoman Jerri Winfrey-Carter said they called Rowe on behalf of residents but received no response. Winfrey-Carter said residents are “fed up.”

“It’s been a long time. This project should be finished,” Winfrey-Carter said.

Flint City Administrator Clyde Edwards said the administration requested to postpone the resolution because “there are still some things under review with respect to this company and the process.”

Rowe told the city in a February 2024 letter that the company exhausted its approved budget. The total contract amount was $2.9 million.

The vote comes less than a month after the city was found in contempt for failing to meet service line replacement deadlines. 

In March 2024, City Attorney William Kim said service line identification and replacement was completed at 29,485 addresses.
